This message is issued whenever an expression of essentially unsigned type has been used as an operand of either
&, | or ^ operators,
and undergoes a usual arithmetic conversion to a signed integer type (the type of the other operand).
For example:

/*PRQA S 1851 --*/
int f1851 (unsigned char a, int b)
{
b = b & a; /* 1851 */
return ((a - 1) | b) ; /* 1851 */
}
